Case description
On August 6, 2021, the HACC found officials of Kharkivvodokanal and Kharkivoblenergo, Roman Bilyk and Vitalii Tieliehin, guilty of abuse that caused the power companies losses amounting to more than UAH 19 million.
Roman Bilyk is a former first deputy general director of Kharkivvodokanal, and Vitalii Tieliehin is a former deputy head of the financial department of Kharkivoblenergo. In July 2015, Bilyk and Tieliehin illegally concluded an agreement under which Kharkivvodokanal's debt to Kharkivoblenergo was transferred to Financial Company Transferbutik LLC.
This private company received more than UAH 19 million from Kharkivvodokanal, but did not repay the debt for electricity. Instead, the funds were transferred to other companies for allegedly rendered services. Accordingly, Kharkivoblenergo suffered losses.
Bilyk's actions were classified under Article 364, part 2 of the Criminal Code of Ukraine. He was sentenced to 4 years in prison, banned from holding certain positions for 2 years, and fined UAH 17,000. Tieliehin was sentenced to 5 years in prison, banned from holding certain positions for 3 years, and fined UAH 17,000 under the same article.
