Case description
The HACC confiscated the assets of SBI official Andrii Chapchai and his wife, prosecutor Yulia Apolonina, namely two apartments and a car belonging to the couple.
The SAPO asked the court to confiscate more, namely UAH 7.12 mln of assets of SBI official Andrii Chapchai. According to the prosecutor's office, Andrii Chapchai, an ex-deputy head of a Natioanl Police department and official of the SBI, together with his wife, Yulia Apolonina, a prosecutor of the Vinnytsia Regional Prosecutor's Office, purchased two apartments in Kyiv, a garden house on the outskirts of Vinnytsia, and a parking space in the capital's French Quarter 2 residential complex.
The total value of the assets amounted to UAH 7.7 mln. Meanwhile, the difference with the legally established spouses' income was equal to UAH 7.12 mln. Therefore, the SAPO prosecutor filed a lawsuit with the HACC to render the assets unjustified and recover them into the national income.
On July 27, 2024, the HACC recognized a part of the assets as unjustified—the apartment worth UAH 3.8 mln, a parking space worth UAH 700,000 registered to Apolonina's aunt, and a part of the second apartment worth UAH 2.5 mln out of the total amount of UAH 2.8 mln. In September 2024, the appellate proceedings were opened. HACC AC upheld the decision.
