Case description
On December 24, 2021, the HACC found former Ukrgazvydobuvannya official Oleksii Tamrazov guilty of offering a USD 200,000 bribe to PGO prosecutor Kostiantyn Kulyk for lifting the seizure of gas related to the activities of Yanukovych's criminal group.
Oleksii Tamrazov is a former Deputy Chair of the Board of Ukrgazvydobuvannya in 2010–2014 and the owner of Insider magazine. He tried to bribe Kostiantyn Kulyk, former deputy head of the Department of International Legal Cooperation of the Prosecutor General's Office of Ukraine, for USD 200,000.
Kulyk himself stated during interrogation that Tamrazov had offered him money for helping to lift the seizure of 9 million cubic meters of gas, the evidence in the proceedings against the criminal organization of fugitive ex-president Viktor Yanukovych and Serhii Kurchenko.
Tamrazov was detained in August 2018 when he was handing over a USD 100,000 tranche to Kulyk in a Kyiv restaurant. At the time, Kulyk was a suspect in unlawful enrichment, and in 2017, he had been awarded for the successful confiscation of USD 1.5 billion from the same Yanukovych-Kurchenko group.
Interestingly, Kulyk received a similar offer in 2017 from the lawyer Lukianenko, who gave him USD 40,000 to lift the seizure of some of the gas from the company he represented.
Tamrazov's actions were qualified under Article 369, part 3 of the Criminal Code of Ukraine. He was imprisoned for 5 years without confiscation of property.
