Case description
Dmytro Chapir, a member of the Odesa Regional Council, is accused of taking a UAH 120,000 bribe from Vitalii Haidukov, the hospital's chief physician, for keeping his job and not interfering with the hospital's work. He faces up to 10 years in prison.
In early June 2021, Dmytro Chapir was a member of the Odesa Regional Council and the chair of the Standing Committee on Health and Social Policy. According to the investigation, he then made an offer to Vitalii Haidukov, acting chief physician of the Danube Regional Hospital and a candidate for the position of general director of the medical institution.
Chapir asked for 15% of each equipment purchase to be transferred to him in return for supporting Haidukov in his election as general director and not interfering with the hospital's operations.
After Haidukov's appointment, MP Chapir began to threaten that the Standing Committee he chaired would issue a conclusion that the hospital should be transferred to the balance sheet of the Izmail territorial community. In this case, Haidukov would lose his position.
In June 2022, Chapir, to cover up, attended a planned meeting with his brother and
covertly asked for the funds to be transferred directly to him. He was detained immediately.
The MP is charged with Article 368, part 3 of the Criminal Code of Ukraine.
