Case description
On January 31, 2023, the HACC found Ihor Hruzdiev, financial director of a subcontractor for repair works in governmental buildings, guilty. He helped Ihor Novosol, former head of one of the departments of the Cabinet of Ministers' secretariat, receive a UAH 2 million bribe from the general contractor. Hruzdiev was sent to prison for 8 years.
In August 2019, the Department of Administrative Buildings of the Cabinet of Ministers Secretariat, headed by Ihor Novosol, signed an agreement with Spectrum Development LLC to restore the facades of the government building and the retaining wall on 12/2 Mykhailo Hrushevskyi Street. Budkoin Group LLC, where Hruzdiev was the CFO, acted as a subcontractor for the work. The contract price amounted to UAH 13 million.
In December 2019, Ihor Novosol demanded a UAH 2 million bribe from the general contractor to finalize the deal — Hruzdiev was appointed as an intermediary to transfer the money. Novosol refused to sign service acceptance certificates, although all construction work was completed on time and in full. In order to prevent Spectrum Development from closing the deal, Hruzdiev ordered the employees involved to stop performing work under the subcontract. The general contractor was also intimidated by possible audits.
The court classified Hruzdiev's actions under Article 27, part 5; Article 368, part 4 of the Criminal Code of Ukraine and sentenced him to 8 years in prison with confiscation of all his property.
