Case description
The HACC found two judicial assistants of the Kirovskyi District Court of Kropyvnytskyi, Svitlana Muraviova and Olena Dolia, guilty in the case involving Pavlo Ivchenko, head of the Oleksandrivka District Court of Kirovohrad Region, who stands accused of abuse of influence.
According to the investigation, in August 2022, Pavlo Ivchenko offered to help a citizen avoid liability for driving under the influence (Article 130 of the Code of Administrative Offenses). He claimed he could influence the judge of the Kirovskyi District Court who was handling the case.
To carry out his criminal plan, Ivchenko involved two judicial assistants — Muraviova and Dolia. Acting in prior collusion, they received $1,000 from the citizen in exchange for influencing the judge to issue a ruling stating there was no offense.
That same day, the assistants forged an official court document — a judge’s ruling allegedly issued by the Kirovskyi District Court to close the administrative case. The fake ruling stated that the person’s actions did not constitute an offense. This document was handed over to the violator, effectively completing the criminal scheme.
The accused were charged under Articles 369-2(3) and 358(3) of the Criminal Code of Ukraine.
The HACC approved their plea agreements and sentenced Muraviova and Dolia to 4 years of imprisonment without property confiscation. However, the court released them on probation for 1 year and 6 months. In addition, the court ordered both defendants to reimburse UAH 58,000 in procedural costs.
The accused also agreed to cooperate with the investigation. Under the agreement, each transferred UAH 49,620 of bail to support the Armed Forces of Ukraine.
