Case description
On October 9, 2023, the HACC found Valerii Patskan, former MP and former Chairman of the Accounting Chamber, guilty of illegally receiving compensation for housing. He avoided punishment due to the expiration of the statute of limitations.
Valerii Patskan is a Member of Parliament of Ukraine of the VIII convocation and former Chairman of the Accounting Chamber (from 2018 to 2023), who had been engaged in political activities in the Zakarpattia region for a long time. In 2017, Patskan, as an MP, applied for compensation for renting a house in the capital, although he had his own apartment in a new building in the Pecherskyi district. From September 2017 to March 2018, he received over UAH 117,000 in compensation.
Patskan believed the suspicion notice was unfounded and claimed that the criminal case against him was initiated and organized to remove him from the position of the Chairman of the Accounting Chamber of Ukraine.
The court charged Patskan with Art. 364, part 1 of the Criminal Code of Ukraine and sentenced him to 2 years in prison with a fine of UAH 10,000. However, the HACC released the former MP from punishment due to the expiration of the statute of limitations.
The HACC Appeals Chamber is currently considering the defense and prosecution appeals against the verdict.
