Case description
NABU and SAPO accuse Nataliia Bilinska, the former director of the Healthcare Center Branch of Ukrzaliznytsia, and others of attempting to embezzle nearly UAH 5 million during the procurement of PCR tests.
According to investigators, Bilinska, along with officials from the Healthcare Center Branch and representatives of Medical Center of Health LLC, organized an attempt to embezzle funds during the procurement of PCR testing services. They altered the technical requirements of the procurement, agreed on inflated service costs, and submitted proposals from companies under their control.

The defendants in the case conducted the public procurement of 11,000 PCR tests for COVID-19. Officials facilitated the victory of the predetermined Medical Center of Health LLC by offering prices 50% above the market average—UAH 1,280 per test instead of UAH 837. However, Ukrzaliznytsia's structural divisions refused to approve the contract due to the clear discrepancy between the offered price and the market, thus preventing the theft of UAH 4.94 million.
Participants in this case include: Svitlana Borodai, businessman Vadym Khanenko, Oleksii Sarnov, Nina Mezentseva (MP and former director of Medical Center of Health LLC), Maksym Haiievyi (ex-director of Obrii Municipal Enterprise of Kyiv Regional Council), Nataliia Bilynska (former director of the Healthcare Center Branch of Ukrzaliznytsia), and Uliana Velychko (former senior economist of the Healthcare Center Branch of Ukrzaliznytsia).
The defendants are charged under Article 191, Part 5 of the Criminal Code of Ukraine.
In June 2023, MP Nina Mezentseva, who has been on the wanted list since June 2022, submitted a complaint to the HCJ, requesting disciplinary action against Serhii Bodnar, Viktor Pankulych, and Ihor Panaiid, judges of the HACC Appeals Chamber. She claims that during one of the sessions, the judges resumed proceedings after the end of the air alert, but without the participation of her lawyers.
The First Disciplinary Chamber of the HCJ decided to impose disciplinary liability on the judges in the form of a warning.
