Case description
The NABU and the SAPO suspect former MP Maksym Mykytas of misappropriating over UAH 307 million of the Ministry of Defense's funds for the construction of arms depots.
According to the prosecution, in 2018, the Ministry of Defense signed contracts with companies controlled by former President of Ukrbud, Maksym Mykytas, who was then a member of the Ukrainian Parliament. The contracts concerned the construction of missile and ammunition storage facilities for the Armed Forces of Ukraine by 2021, with a value of about UAH 3 billion.
At that time, the MoD could only provide an advance payment of no more than 30% of the annual cost of the scope of work. With the help of members of the Armed Forces, Mykytas and his assistant succeeded in getting the Cabinet of Ministers of Ukraine to amend a resolution that allowed for 80% of the advance payment to be made.
Subsequently, in November-December 2018, more than UAH 307 million was transferred to the accounts of companies associated with Mykytas. However, the construction of the depots never began, and the funds were further transferred to the accounts of other companies.
In addition to Mykytas, the case involves the former First Deputy Chief of the General Staff of the Armed Forces of Ukraine and four other people. He is charged under Article 191(5), Article 369(4), Article 368(4), Article 364(2) and Article 206-2(3) of the Criminal Code of Ukraine.
This is the third case involving Maksym Mykytas. In 2019, the NABU served Mykytas with a suspicion notice of misappropriation of the National Guard's property worth over UAH 81 million. In 2022, Mykytas was served with a suspicion notice of offering EUR 22 million in bribes to Dnipro Mayor Filatov.
