Case description
The NABU and the SAPO accused developer Andrii Nemeriuk, National Guard officials, and directors of construction companies of embezzling UAH 17.3 million allocated for housing for the National Guard officers. They are facing up to 12 years in prison with confiscation of property.
According to the investigation, in 2017, developer Andrii Nemeriuk organized a scheme to embezzle budget funds allocated for the construction of apartments for the National Guard officers. Buchazhytlobud-Kredyt LLC got awarded in a sham tender to build apartments in the Forest Land residential complex in Bucha. The apartments are still in an unfit condition, and the national budget suffered more than UAH 17 million in losses.
The following people were involved in Nemeriuk’s criminal plan:

Leonid Sikora, Head of the Department of Logistics Cantonment and Major Construction of the Main Department of the National Guard of Ukraine;

Mykola Modlinskyi, Head of the Financial Department of the same Department of the National Guard of Ukraine;

Dmytro Lashkovitser, Director of Buchazhytlobud-Kredyt LLC;

Oleh Voinalovych, Head of Bucha-Zhytlobud No. 1 Housing Association;

Oleksandr Yarosh, Deputy Head of the Department of Logistics Cantonment and Major Construction of the Main Department of the National Guard of Ukraine.
Nemeriuk and the head of the Financial Department of the National Guard of Ukraine were put on the wanted list. They were served with notices of suspicion in absentia. All the defendants are charged under Article 191, part 5; Article 364, part 2; Article 191, part 3 of the Criminal Code of Ukraine.
