The NABU and the SAPO charge Oleksandr Protas, director of Alliance DS LLC, and Bronislav Korytskyi, former head of the Hatne Village Council, with the misappropriation of local budget funds. According to the investigation, the corruption scheme was carried out under the guise of building a kindergarten that the community of Hatne, near Kyiv, needed.
Also involved in the case are Viacheslav Panok, former director of Design and Construction Alliance LLC, as well as Alina Pivkach, former chief accountant of the Hatne Village Council, and Serhii Myrnyi, director of Design and Construction Alliance LLC.

According to the investigation, in 2017 a project was drawn up to build a 280-place kindergarten in the village of Hatne, Kyiv Region. The documentation was prepared by Research Institute of Urban Planning LLC, after which it underwent review at the state institute NDIPROEKTREKONSTRUKTSIIA.
In February 2018, the village council held an open tender through Prozorro, as a result of which Design and Construction Alliance LLC became the contractor with a bid of over UAH 68 million. However, according to the Ministry of Regional Development's calculations, the estimated cost of such a facility was around UAH 35 million, which points to a possible significant inflation of the price at the very start of the project.
Despite the violations that auditors identified during the procurement, almost UAH 60 million was transferred to the contractor over 2018–2020. In reality only the foundation and part of the walls had been erected.
In 2019, according to the investigation, the participants in the scheme initiated a revision of the design documentation. After this, an affiliated expert organization issued a positive conclusion under which the total construction cost rose to almost UAH 200 million.
The contracting authority subsequently repeatedly resorted to negotiated procurement procedures, justifying this by the need to engage the same contractor. In October 2019, a contract for additional works worth over UAH 33 million was concluded, and in December another one worth over UAH 91 million. Auditors found violations, in particular the unlawful use of the negotiated procedure.
Thus, according to the investigation, the tender winner and village council officials misappropriated over UAH 27.3 million, and the kindergarten is still unfinished.
The defendants' actions were classified under Article 191(5) and Article 366(1) of the Criminal Code of Ukraine.
The trial is currently ongoing.
