The NABU and the SAPO charge Odesa mayor Hennadii Trukhanov and acting deputy mayor Oleh Bryndak in the case concerning the criminal organization run by businessmen Borys Kaufman and Alex Borukhovych in Odesa.
According to the investigation, the former mayor of Odesa, his deputy, the director of Odesa Airport, and a number of businessmen were charged with misappropriating property of the Odesa International Airport Municipal Enterprise worth UAH 118 million, along with over UAH 2.5 billion in income from its operations between 2012 and 2022.

The investigation believes the group ran a series of corruption schemes, including taking unlawful benefits from developers in exchange for help in allocating land plots and approving construction, collecting kickbacks of around 10% of budget contracts, and misappropriating budget funds during public procurement. To coordinate its activities, the group used an office in central Odesa, where closed meetings were held under conditions of secrecy.
A separate strand of activity, according to the investigation, was arranging the systematic payment of unlawful benefits to city council officials. In particular, Bryndak, as one of the heads of the apparatus, was paid $15,000 a month; the first deputy mayor around UAH 900,000; and the director of the finance department UAH 300,000. In return, these officials secured decisions in the organization's interests and influenced budget and land processes, as well as the work of the executive bodies.
According to the investigation, therefore, Oleh Bryndak — as acting deputy mayor of Odesa and head of the apparatus of the Odesa City Council's executive committee — was a member of the criminal organization and performed functions supporting its activities within his remit.
In particular, the investigation alleges, he systematically received unlawful benefits from members of the criminal organization and, in return, ensured that the executive committee of the Odesa City Council adopted and implemented decisions in their interests. His actions were aimed at organizing the work of the city council's executive bodies and creating conditions for decisions favorable to the criminal organization.
In addition, the investigation claims Bryndak exerted influence over the council members and the members of the Odesa City Council's standing committee on spatial development, land management, and the regulation of land relations, helping to secure decisions on land and urban planning matters in the criminal organization's interests.
His actions were classified under Article 255(3) and Article 368(4) of the Criminal Code of Ukraine.
Since October 2023, Bryndak has been mobilized into the Armed Forces of Ukraine, and was later transferred to a teaching position in the department of military training and postgraduate education at a military academy. Bryndak was subsequently seconded to a military unit, and the hearing of the case was suspended as a result. When the secondment ended, however, the court resumed the proceedings, as he had returned to the military academy.
As for the other defendants, the HACC approved plea agreements and found them guilty. They were sentenced to 7 to 8 years of imprisonment and fines totaling over UAH 400 million. They were also released from serving their sentences, with probationary periods.
Bryndak is also charged in the Trukhanov–Halanternik land case.
