Case description
On June 17, 2021, the HACC found Olena Mazurova, the former head of an SFS department, guilty of bribing the leadership of the NABU and the SAPO and being an accomplice to close the proceedings against former Minister of Ecology Zlochevskyi. For this, she received probation because she had concluded a plea agreement with the prosecutor.
Olena Mazurova headed the organizational and administrative department of the State Fiscal Service of Ukraine. In 2020, Mazurova, together with Mykola Ilyashenko, the First Deputy Head of the Main Department of the State Fiscal Service of Ukraine, and Andrii Kicha, the former manager of Zlochevskyi's Burisma company, organized the transfer of a record-big USD 5 million bribe to the then-head of the SAPO Kholodnytskyi and the director of the NABU Sytnyk. Another USD 1 million was to be divided among the defendants.
For this money, the NABU-SAPO should have closed the criminal proceedings against Mykola Zlochevskyi, the former Yanukovych-era Minister of Ecology and owner of Burisma, in which he was a suspect.
Ilyashenko, as one of the intermediaries, transferred the money through Yevhen Shevchenko, who had repeatedly cooperated with the NABU undercover to expose corruption crimes. The detention took place immediately.
Olena Mazurova's actions were classified under Article 369, part 4 of the Criminal Code of Ukraine. She entered into a plea agreement and got a 5-year suspended sentence with a 2-year probationary period. Two of her accomplices said that Mazurova's deal came as a surprise to them.
All appeals filed by the lawyers of Mazurova's accomplices were returned. Later, the court also returned more than UAH 110 million of the bail posted for Mazurova.
